I think this phase is a mistake in two regards: micromanaging cities creates extra work and costs for the provincial government. It's not been shown that this will generate anywhere near the amount of money it will cost to pay for the worker-hours too implement and oversee this system. Even if it did, the province should not be dictating to the city how to manage its affairs. The locals should have the right to manage their own city.
