The decision of bike lanes belongs to the city or town, not the province. Bike lanes, or lack of bike lanes, provides the "character" of the city which is the responsibility of the city, not the province. "Character" includes safety and traffic flow and convenience and much more. The province should definitely not take this ability away from cities.
