As a Landscape Architect, I have major concerns with the "by rights" ability to cover 45% of lot area as the increase in hard surfaces and roofs gives rainwater nowhere to go except into overwhemed STM systems.
In addition, I have real concerns with the ability to build garden suites with no regard given to assessing and maintaining overland flow routes through the City's review of the proposed structures. Given the flooding that Ontario, and specifically Toronto, has experienced in the past few years, this "by rights" legislation appears to be a haphazard route to achieving safe, sustainable homes that do not flood and do not cause flooding around them.
Further reduction of the tree canopy that will result from additional lot coverage will add to the heat island effect and make all of Toronto look like tbe least desirable areas of Toronto do now when reviewed through tbe lens of air quality, heat and noise mitigation and ecological function.
Tbe most aggregious aspect of the legislation is that there is no requirement that I can see to provide MORE homes or units on each lot, just a blank cheque to developers to build larger, taller, more imposing, less affordable homes "by rights" on any given lot.
