I think this is a fantastic idea as frequently people apply for tags and do not claim them and it’s taking away from hunters who do want to get out and obtain an animal. I feel as though this will aid in the elimination of hunters who do not plan to hunt but want to continue to build points. Also suggesting a possibility of having to pay for the tag prior to applying and if a tag is awarded it’s already paid- this I feel would also deter people from applying for tags they do not intend to claim if they had to pay prior
