The proposal seems reasonable given the number of unclaimed tags since the change to the points system in 2021.
The proposed third round is not clear if this is another random draw or a first come first served process. Most southern WMU will not have many tags left for the third round. Pressing enter on an application as soon as the system is open could result in many applications being submitted simultaneously. It is not clear how the MNR will allocate the available tags when there is the possibility of many applications being received at the same time. It is also not clear if a hunter can apply for more than one WMU.
