This is entirely wrong focus. Cars snd particularly single occupant cars are the cause of road congestion.

Resolving this requires making alternatives yo using cars work better for more people than driving. Bike lanes and transit options are big parts of that. Bike lanes are not there for existing cyclists, they are for the people currently driving for whom one barrier to using a bicycle instead is concern for their safety.

This change just reinforces to drivers that they should stick to their vehicles snd suggests to nervous cyclists that they should drive their cars instead. It will lead to more not less congestion over time.
