This is a good policy. We don’t need multi-million dollar investments into bike lanes that barely anyone uses. At the end of the day, the infrastructure that has already been built, fine, let it stay, but until adequate NEED is demonstrated for bike lanes, disallow the construction or investment into further such lanes.
