Don't remove the bike lanes. The effect of mass immigration and an over reliance on Toronto as the sole place to find jobs/entertainment/resources is what's causing the majority of the traffic in this city. The bike lanes and some pavement on the ground is not the main contributor. The province shouldn't get involved in such a municipal issue.
