I personally don't believe this act will help improve traffic. I've personally seen traffic reduce as the implementation and usage of bike lanes grew, since less people chose to drive in favor of biking. This is definitely not something that works for everyone, for example I personally do not want to cycle (I have to travel far for work), but I believe that bike lanes are indeed helpful to reduce congestion in the city and I think it wouldn't make a lot of sense to remove them.
