This is BAD for the environment. In addition to skipping a vital environmental assessment for your highway, this legislation is purposefully putting cars first instead of people's safety and ultimately will cause more people to travel by car when they no longer feels safe because they won't have bike lane options. More traffic will be created causing not only longer traffic for all, but it will also highly impact long term damage to the environment (and climate change).

Take a look at your own website which suggests people cycle to help tackle climate change. How are people supposed to cycle if they don't feel safe because your government has removed and prohibited bicycle lanes? This is NOT only not "common sense" at all, it is a really BAD idea on all fronts. Bad for safety, bad for the environment / climate change, bad for traffic congestion, bad for citizens health, bad for businesses, bad for everyone and everything...
