I strongly disagree with this proposal and do not believe it is the answer to the gridlock.
There needs to be better infrastructure to allow LESS cars and trucks on our roads. Better choices with transportation such as biking, walking , trains etc. not only benefits the health of the environment , but also of humans.
The costs to implement this bill is outrageous!
