City planning should remain in the hands of municipalities. Discouraging the construction of bike lanes will only worsen gridlock. People need to feel safe, i.e. via protected bike lanes, to get our of their cars which cause the traffic and pollution and opt to bike instead. It is proven that investing in bike lanes promotes cycling --- getting people off the roads and thereby reducing traffic. HANDS OFF OUR BIKE LANES
