Hi,
I appreciate the opportunity to comment on the Integrated Energy Resource Plan. For comments on the plan, I would like to see the following:
1) With respect to conducting the integrated energy resource plan, I would ask that is be conducted in an open and transparent manner using open-source tools and data so residents of Ontario have confidence in the planning process and outcomes. I would also ask that you do so in a manner that uses expertise in Canada and Ontario.
2) For the integrated energy resource plan, please conduct the study in such a manner as to allow for high resolution of data and model results. Many studies are conducted at the bulk energy level which does not allow for small producers and consumers to see themselves in the study. Ideally, the study should point to specific actions and contributions that individuals, such as I with rooftop solar and an EV, can make to the transition.
3) For study scenarios, please include ambitious GHG emissions reductions targets, such as Canada's commitment to achieve net-zero by 2050 and meet other interim targets. While the politics of today suggest that this may not be an explicit target, we need to study it to provide an evidence base for policy development and for the future welfare of our children.
4) For scenarios, please include ones that are policy based, such as: a scenario whereby the Ontario government removes all electricity subsidization; a scenario where new time-of-use electricity pricing that will more significantly shift consumption and investment patterns; a scenario that included locational marginal pricing; storage deployment; and, a scenario where DERs, including rooftop solar producers, can bid into markets.
5) Please also include scenarios with extreme weather events inform energy pattern use. You could look to the scenarios developed for the NERC ITCS study as a guide.
6) Regional cooperation with neighbouring jurisdictions should be included as well. All bulk electricity studies to date point to cost savings for system users. This should not be ignored.
