I am concerned that this developer is trying to do an endrun around City of Toronto processes. They have not received approval from the city because they have not paid their application fee. If they pay their application fee, it is my understanding that their proposal would then follow the process that other developers have to follow, including having public consultations.
Choosing to not apply correctly to the City of Toronto, and thereby bypassing public consultation is not acceptable.
Please deny this application, and advise the developer to follow proper procedure. Abusing the development process by applying for a Minister's Zoning Order without even having their application rejected by Toronto is not acceptable.
