This proposal is only being handed to the province to circumvent the legal and community steps required by the city of Toronto.
The developer could easily pay the fees that are still outstanding and proceed with the normal and regular approval process.
This proposal should not receive the provincial exception as there are no clear requirements that would stipulate such an excemption!
