Bill 5 will certainly unleash something but it seems to have a very simple view of the nature of the corporate goals of the "trusted proponents" the executive is going identify. Corporations do not have a moral sense only people do and the employment of the people in any corporation depends on the returns expected by its shareholders. Even people who may behave morally in their private lives will do things that are not in the interest of the larger community in the pursuit of high returns for their investors who may be corporations as well as individuals. Any simple search will produce endless examples of the destruction and the impoverishment visited on communities by unsupervised or unregulated corporate activity. To imagine that a tiny group of government officials with no regulatory power is going to be able to identify and supervise the most trustworthy people, and therefore corporations, spreading out over Ontario seems naive. This government has had difficulty identifying who was actually behind the spa in Ontario Place. It seems that we are going back to the kind of development that took place in Cobalt in the early 1900s. Cobalt still bears the scars left from that "Pandora's box of miseries" so serious that someone said "it would have been better if the place had never been discovered" ( Samuel Blake 1911 ). It is the height of executive arrogance to imagine that this removal of regulation will unleash a "great expansion" that will improve the life of Ontario residents.
