Giving more power to ministers has not helped build more homes faster. It did give insiders and party donors more ways to make more money and a lot of public consternation and lawsuits and people being investigated and charged.
Giving such broad undefined powers to ministers removes appropriate balance between short term election driven needs for politicians, and for the longer term needs or the next generation of Ontarians. It also appears to sidesteps important knowledge from experts and Indigenous peoples whose lands seem primarily impacted.
What is really meant by "reliable proponents" that meet "high standards" for operation, safety, and the environment? Is it companies who support the conservative party financially or is there some non-partisan group of experts in these areas who will set and evaluate those criteria?
Overall, it appears a not well thought out approach to economics, the environment, current laws and the Trump threat.
