The proposal to allow a protracted hunting season with a huge kill limit for the double crested cormorant seems like a 19th century idea that is not about wildlife population management but wholesale decimation of a species. Complaints that these birds are damaging commercial or sport fishing stocks have not been verified and even if they are, the cull should be a controlled and careful process, because these native birds also fill an important niche in the ecosystem.
This proposal with its high daily limit, long season and the permission to let the carcasses rot reads like an invitation for irresponsible shooters, rather than sportsman and hunters who traditionally have cared about and for wildlife.
Large scale decomposing bodies create more problems that are easy to foresee.
