I am writing to express concern regarding the proposed Minister’s Zoning Order (MZO) for the lands at 405 James Street North in Hamilton. While I recognize the need for new housing, particularly affordable units, the scale and nature of this development raise serious issues related to livability, infrastructure, and community well-being in the North End.

First, the proposed high-rise towers will significantly alter the character of the neighborhood, which is currently comprised of low-density housing. High-rise buildings can create shadowing, wind tunnels, and strain existing infrastructure, while eroding the sense of community that low- and mid-rise developments help foster. Densifying without proper planning risks creating isolated, overcrowded environments rather than vibrant, integrated communities.

Moreover, high-density development without corresponding investments in community infrastructure threatens to overburden already stretched local services. In the North End, we are already seeing the impacts of limited resources—daycares are full, and parks are overcrowded, particularly on weekends. Without new parks, recreational spaces, and expanded community services, increasing the population so drastically will only worsen these conditions and reduce quality of life for both new and existing residents.

Green space is critical for healthy, livable communities, especially in urban areas. Yet this proposal lacks a clear commitment to preserving or adding meaningful green space. As Hamilton continues to grow, we must ensure that development includes not just more housing, but also accessible outdoor areas that support physical and mental well-being.

In summary, while more housing is important, it must be thoughtfully integrated with the surrounding community and supported by sufficient infrastructure. I urge the Minister to consider the long-term consequences of this MZO and to prioritize a more balanced approach to development that respects the unique needs of the North End.
