I am confused as to why this Request for a Minister’s Zoning Order (MZO) to restrict building heights to protect a biomanufacturing campus in the City of Toronto is required. What activities that the Sanofi facility performs would be affected by adjacent buildings being more than 33 metres in height or being used for non-employment uses? Why would those effects be so dire as to need to potentially override existing municipal zoning bylaws in cases of conflict, rather than working cooperatively with the City of Toronto (who no doubt also want to maintain the viability of an economically and strategically important institution)?
I believe that this is important information to examine, particularly given the benefits of prioritizing mixed-use, high density / intensity land use planning for environmentally and economically sustainable cities.
