I appreciate the opportunity to provide feedback on the proposal to consolidate Ontario’s conservation authorities (CAs).
While the goal of improving efficiency and aligning CA activities with provincial priorities is understandable, I have several concerns:
1. Potential loss of local ecological knowledge
Conservation authorities currently operate based on unique watershed conditions and local environmental needs. Consolidation risks weakening this localized understanding, which is essential for effective flood management, habitat protection, and land-use planning.
2. Impacts on community engagement and service delivery
Larger, regionalized authorities may have less capacity to engage directly with local residents, municipalities, and Indigenous communities. This could reduce responsiveness to community concerns, delay permitting processes, and create gaps in stewardship programs that are tailored to smaller regions.
3. Risk to environmental protection outcomes
The proposal emphasizes administrative efficiency, but it is unclear how environmental monitoring, restoration projects, and watershed planning will be maintained or enhanced under a consolidated model. Without clear guarantees, there is a risk that environmental protection will be weakened rather than strengthened.
4. Need for transparent criteria and impact assessment
Before moving forward, the province should provide:
detailed analysis of environmental, social, and economic impacts;
clear criteria for boundary decisions;
assurance that funding and staffing will not be reduced in ways that compromise watershed health.
Overall, I recommend that the Province proceed cautiously and prioritize environmental outcomes, local expertise, and meaningful consultation—especially with communities most affected by watershed changes.
