If the current system is fragmented - the reason being that the individual conservation authorities follow different policies, standards, fees, levels of staffing, and technical capabilities - the focus should be placed either on correcting these unnecessary inconsistencies, or on building the different needs of each region's authority into our system, thus speeding up these processes; as opposed to reducing our already existing infrastructure to 7 larger authorities.
