The stated reason for the consolidation of conservation authorities is fragmentation that has resulted in “each conservation authority following different policies, standards, fees and levels of staffing and technical capabilities” that cause unpredictability and inconsistency in approvals. Adding an additional layer of bureaucracy in the form of the proposed Ontario Provincial Conservation Agency seems like a costly and convoluted way of attacking the problem. Why not fix what’s wrong at the ground level in the communities where builders, landowners and farmers live, and communities rely on timely local responses for flood protection?
Creating a “flying team” of experts mandated to work with conservation authorities to standardize policies, standards, fees and staff expertise within a set timeframe would be less disruptive and more cost-effective approach. This could include consolidating some functions at a regional or provincial level where it makes sense. It also allows for innovative solutions tailored to unique local circumstances that meet the provincial requirements for timely responses to applications from builders, landowners and farmers.
I strongly agree with the Essex Region Conservation Authority board’s resolution regarding this proposal to consolidate conservation authorities and add a new layer of bureaucracy. There is no evidence the proposal will improve efficiency and consistency, and there is a danger it will do the opposite while increasing the cost to taxpayers.
