Some of the boundaries need to be revised. The proposed areas should have similar hydrologic profiles, similar soil and stream bed types, the same final outlet of the watercourse, and preferably the same regional storm for modeling purposes. It makes no sense to include northern lake superior rivers with southern lake Huron ones, they are geographically distant and hydrologically completely different. Seven areas seems completely arbitrary, and at least 10 or 12 would be warranted. Efficiency is lost when joining disparate items into the same group.
