This proposal is wrong on many different levels. Leave the conservation authority system as it is. Flooding avoidance and conservation of natural areas are extremely important to longterm human health and safety. The proposed changes will cause a regression of the existing important controls, which were developed with proper, expert consultation and foresight, taking past events into sober consideration.
