It will slow down process and cause significant possibility of error because those central officers won't have proper context and knowledge to respond in ways that keep communities safe at hand. You're proposing a bureaucratic change that will cost millions to implement, that will cause a significant loss of expertise and acuity, and that endangers the places we live and work.
