If the key issue that the province is attempting to address is a lack of consistency in regulations and enforcement, and the proposed solution includes a consolidated ruleset that all of the new entities must follow, why are the merges necessary? If the Province has already determined these new, unified rules, can the current structure not remain as-is and existing entities simply be required to follow new procedure? What is the reason aside from oversight cuts for the sake of oversight cuts?
