I write to express my opposition to the proposal to reduce the number of conservation authorities from 36 to seven. I am pleased with the resolution of the City of Kawartha Lakes also in opposition of this proposal.
My concerns are in the areas of local governance, accountability, and cost impacts on municipalities.
I note that the province contributes about five percent of conservation authority funding, leaving municipalities to cover the remaining. That degree of funding should be reflected in our municipality’s voice.
No data indicates the amalgamation is necessary. On the other hand, for decades conservation authorities have been governed by their municipalities and delivered programs and services that are tailored to the specific needs of the municipalities.
In the case of Kawartha Lakes, our Kawartha Conservation Authority meets provincial service standards for permit turnaround times for developers. If the province determines that different timelines are necessary, then announce them and let the existing conservation authorities meet those timelines.
There will be expenses in reorganizing conservation authorities. That is an unfair burden on the taxpayers.
In short, the current organization is working well. The rationale for a change has not been made clear. I object to the removal of close contact that will result from larger regions. We need to preserve the structure that best meets local needs.
