I strongly oppose the proposed changes to Ontario’s Conservation Authorities. These organizations work because they are local and watershed-based. Rolling multiple authorities into large regional bodies risks losing the local knowledge and accountability that are essential for managing flooding, erosion, and environmental protection.
Each watershed has unique characteristics, and decisions about land use and hazard management need to be made by people who understand those local conditions. A larger, centralized authority will be less responsive, slower to act, and more disconnected from the communities that bear the real consequences when things go wrong.
There is little evidence that consolidation will actually save money once added bureaucracy, transition costs, and reduced service levels are considered. Any perceived efficiencies come at the cost of increased environmental and public-safety risk.
These changes also appear to be moving forward without adequate consultation with municipalities and the public. Conservation Authorities should be strengthened, not diluted. Local expertise and accountability must remain at the core of watershed management in Ontario.
