Concerns Regarding Proposed Changes to Conservation Authorities
I am writing to express serious concerns about the proposed changes to Ontario's Conservation Authorities and to urge reconsideration of this initiative.
Lack of Justification
The rationale provided for these proposed changes is insufficient and inadequately supported. The government's stated goal of "efficiency" lacks specific evidence or measurable outcomes. Historical data demonstrates that mergers rarely produce the cost savings promised, and no compelling case has been made that the current system is failing.
Erosion of Local Governance
I am particularly troubled by the diminishment of local decision-making authority. Given that municipal funding constitutes the majority of Conservation Authority budgets, the provincial government's intervention appears contradictory to principles of local autonomy. Conservation authorities currently provide excellent, efficient service tailored to our community's needs.
Need for Localized Expertise
Ontario's vast geographic diversity demands localized conservation strategies. Species at Risk, ecological threats, and watershed characteristics vary significantly across the province. Conservation Authorities have spent decades developing essential partnerships with municipalities, community organizations, landowners, volunteers, foundations, and Indigenous communities. These relationships would be jeopardized by consolidation.
Alternative Solutions
Rather than pursuing structural reorganization, I urge the government to consider the expert recommendations from Hamilton Conservation Authority:
-Establish clear, consistent provincial standards with accountability measures for all Conservation Authorities
-Invest in shared technology infrastructure, such as the provincial permitting portal, within the existing framework
-Provide stable, dedicated provincial funding to strengthen core programs and modernize operations
-Engage in meaningful consultation with municipalities, Indigenous partners, Conservation Authorities, and residents before implementing any major policy changes
Conclusion
I strongly support maintaining conservation decision-making within our local community, where expertise and accountability are strongest. I respectfully request that you oppose these proposed changes and advocate for the constructive alternatives outlined above.
