I am writing to voice my disagreement with the proposed changes to Ontario conservation authorities. During the past 20 years Ontario residents have experienced and witnessed multiple government funded and transfer payment agencies be required to amalgamate such as boards of Education, children’s aid societies, public health, hospitals, health coordination organizations, and children’s mental health agencies, just to name a few. Always the promise was that amalgamation would improve efficiencies and reduce costs without negatively impacting services. In fact, the outcomes of amalgamations has not resulted in savings beyond the first year when senior executive positions are cut. Amalgamations have resulted in deeper knowledge gaps between senior leadership and front line service personnel resulting in leaders lacking the knowledge necessary to make critical decisions about services and programs. Amalgamations have created organizations that are unwieldy, difficult to manage, and almost impossible to move in directions that improve services. There is no compelling reason to amalgamate conservation authorities and doing do will only decrease their efforts and effectiveness.
