The economic and viability rationale for these MZOs—and for this project as currently proposed—has fundamentally collapsed. The condominium market has not only declined but shifted structurally. It no longer supports high-rise developments dominated by studio and one-bedroom units, which is precisely the configuration proposed under this TOC.

Oakville does not need investor-driven micro-units. It needs family-oriented housing and complete communities that reflect current and future demand. This project is unlikely to proceed for at least five years, eliminating any urgency or justification for imposing MZOs at this time.

The practical effect of these MZOs is simply to lock in inflated land values for the benefit of the developer, without delivering housing in the near or medium term. Infrastructure Ontario should pause this TOC, withdraw the MZOs, and proceed instead with OPA 70—a responsible, deliverable, and community-supported plan that aligns with today’s market realities.

For these reasons, I vote NO on these MZOs.
