I am a concerned resident of St-Bernardin. I wish to comment on a reply given by RES in response to a question on ground absorption factors. Please refer to the first question on page 16 of the Final Public Open House Summary Report. RES' logic is flawed. They assume that the ground surrounding the project area will thaw at the same time as the turbines lose their coating of ice. In fact, this is never the way it goes. The ground will still have it's coating of ice long after the turbine starts up again. I've often seen the ground keep it's sheen for over a month. It can also acquire an icy sheen without ice rain. It just needs a thaw or strong sunlight, followed by cold weather and wind. This kind of weather will not stop a turbine from running, and the ground will nonetheless be icy: a ground absorption factor of 0 with turbines running for weeks, if not months. That's a lot of noise.
