I purchased a property in Ottawa in the heritage overlay area. The property does not show much heritage elements. This is confirmed when I applied to get heritage grant for 4 deficiencies to be repaired, all got rejected as elements don't show much heritage content. The house is vinyl siding and modern fascia.
Bottom line is There should be a process to remove property from heritage register any time during the lifetime of the house. The previous owners of my property were disabled and seniors. When the property was added to heritage register they didn't care. But as a different owner who wants to modify the house would care.
In my case, I am not allowed to add 3rd story due to heritage limiting section in zoning by-law. It is so unfair to recognize the property as not heritage enough in grants time but modification time I get heritage scrutiny. I have to go through extra expenses of minor variance and time delays.
This is a red tape to discourage commerce/business in this province. I hope Ford govt can deliver on the promise of "open for business" and remove such nuances.
