To make better use of the cycling infrastructure year round, I propose that covered bikeways are built in larger cities to major destinations to promote four season cycling and continued use even in inclement weather.

To incent the purchase of electric-assist bikes and to accelerate social change and environmental improvements, I propose cash incentives for their purchase, similar to that for electric cars. To get more people on bikes, with our cities being so large and decentralized, electric bikes 'shrink' and 'flatten' them so as to expand the useful range of bike travel.

I read recently that Germany spent a massive 1.4 billion euro until 2014 to put only 25,500 electric cars on the streets and while 15,000 e-cargo bikes were sold in 2016, no incentives were offered despite their environmental benefits.

One further note, Sweden has announced a 25% up to 1,000 euro incentive for e-bike purchases in 2018. Just imagine the change this will make to air quality, health and wellbeing!
