How do you legal get away…

How do you legal get away with making a proposal decision and then after the decision is made posting the comments? Are you even considering the public comments? Why cant we see the public comments on the proposal prior to the decision being made? Is there even going to be a public hearing on the issues of the proposal? Where and when? Who came up with this proposal in the first place?

Issues here in this proposal are not fair to non-resident land owners. This is completely one-sided argument in favor to the Outfitters. Where should be a compromise between the two groups.
Non-residents with larger tracks of land should be exempt from this proposal or at less be able to obtain a special tag for their own property.
