Re: Proposal to construct and operate OPC at 633 Coronation Drive, Scarborough, Ontario
We received notice of the application by 2683517 Ontario Inc to build a facility to process 1,240 tons per day of organic materials at the above noted location for the purpose of generating biogas and fertilizer. and I am providing comments as a close neighbour to the above noted location. We reside in the neighbourhood to the northeast and downwind of the proposed facility that will be directly impacted by the operation.
We are extremely alarmed by this proposal on the basis of the health, safety, environmental, noise and logistical nightmare it will create for the neighbourhood. The proposal is absolutely not compatible with the location, being so close our residential neighbourhood and also to the environmentally sensitive Lake Ontario waterfront. The operation will result in unacceptable noise, odours and chemical emissions that will drift across the neighbourhood negatively impacting our health, safety and quality of life, as well as the value, use and enjoyment of our properties. Biogas generation is a hazardous operation that will put the neighbourhood at risk of potential severe consequences from collateral and accidental emissions. Waste run off from the property will flow and leach into Lake Ontario causing potential environmental degradation.
The logistical aspects of the operation will overload residential streets already overrun with heavy transport trucks, on roads that are not designed to accommodate such traffic. All the materials for the operation will have to be transported into and out of the location through 3 quiet residential streets where children play and walk to and from school. These streets were never intended to carry such traffic. Attached are 3 Pictures of Beechgrove Drive that most of the heavy trucks would use to access the plant. This shows the crosswalk that children must use on their way to school. The view looking south shows the crosswalk and close proximity of plant located to the right of the car in the picture at the end of the street.
The proposed operation is absolutely incompatible with a quiet residential neighbourhood and waterfront that surrounds the location. Houses exist within 200 metres and a public school is located 400 metres from the property. Safe and appropriate access for traffic to the property has not been provided by the City. The inevitable odour and pollution emissions from the plant, noise from 24/7/365 operations as well as risks associated from handling of hazardous materials alone, make this an unacceptable operation that must not be allowed. No studies have been completed to assess all the consequences associated with the proposal and there have been no public consultations that would be appropriate for such a major development.
