Online submissions are not fail proof. In our home, family members that hunt together, remind and complete the hunt reports at the same time. I’m the past, while completing, two members received a confirmation of submission of the report. However when they went to purchase their next licences, one was surprised that the online portal stated FAILED TO REPORT for that previous submission that was completed. Both members completed. Both members had confirmation. Technology is not error proof. There can be glitches. And this system was designed without insight for groups of populations with little to no tech experience or devices.
