I recognize there are reasons to create this system. There are also hundred of unintended consequences and additional cost. We recently prepared to move soil from a farm field to a beneficial site and were quoted $48,000 consulting and testing cost. This was cropped until 2020 and had been for 100 years. This is a ridiculous cost. Industry continues to face issues where simple well intentioned laws create escalated costs that are unforeseen. "Ontario Open for Business" doesn't really seem accurate. These laws if unchanged will create significant cost increases to every day Ontario residents. Simple projects at home could possible have the soil related costs be one of the larger items. It effects everyone. the landscaper or excavation company will struggle then they pass it along. The client at the end will pay. More time needs to dedicated to classification of where the sources of contamination are and addressing them rather than assume all sites are dirty until proper innocent.
