I am writing on behalf of the Heavy Construction Association of Windsor (HCAW) to express our position regarding the proposed Implementation Pause of Excess Soil Requirements in effect January 1, 2022. The HCAW is a mixed trade association, with members ranging from general contractors, to trade contractors, suppliers of products and services, manufacturers, professional business service providers, architects and engineers in the Windsor-Essex Region.
The HCAW would like to express its support for the Implementation Pause of Excess Soil Requirements. The Association agrees with the Ministry’s position that the proposed pause would provide more time for gradual implementation and better understanding of the Regulation. This pause will support additional education for impacted stakeholders to gain a better understanding of the changes, as well as allow industry more time to adapt to the impacts at all levels. It is our opinion that the majority of the impacted stakeholders (municipalities, developers, heavy civil contractors, engineering firms, receiver sites, etc) also support this pause.
