The regulation is too confusing to small operators. There should be greater detailed placed on when a project does and does not qualify. For northern Ontario 99.99999% of soils can be identified as 'clean fill' this legislation does not consider this adequately or if it does it is not clear. Many small contractors also depend on the Municipality to relay the requirements of this act to them, a simplified information pamphlet should be produced for municipalities to detail the requirements in laymen's terms.
