I just read this, and I'm sick to my stomach. What kind of barbaric backwards moving legislation is this? This is a sickening move towards animal cruelty, and would have horrific ends. Emotions aside, this would motivate unhealthy, inhumane, and non-conforming hunting measures that would facilitate the barbaric and cruel ends of living sentient beings through no fault of their own. There has to be a better way to control the population in a more humane fashion, this is absolutely not it!
