I have serious concerns about Ontario's cap and trade program being eliminated without an appropriate greenhouse gas emissions reduction plan ready to take its place. The climate change problem is surmountable, but only if all national and subnational jurisdictions do their part and meet their targets as stipulated in the Paris Agreement. I ask the Ministry of the Environment, Parks and Conversation to present a comprehensive, robust plan as soon as possible to help Ontario meet its targets. I recommend a commitment and target by which the province would be powered completely by clean energy. I would recommend investment in clean energy, by eliminating subsidies to fossil fuel companies and redirecting that money accordingly. I would also ask the government to replace cap and trade with some alternative system of taxing polluters and redistributing that money to taxpayers as a revenue-neutral way of encouraging reduction of polluting emissions. Our air is part of the commons, pollution of that common air with greenhouse gases cannot be loosely regulated or free.
