This cannot be allowed to happen. This practice is cruel and unnecessary. As stewards of the land and its inhabitants, humans must learn from mistakes and do better each day. That this practice is allowed at all in this day and age is disgusting. NO new train and trial areas! NO transfer of existing licences. This is pay-to-play in its most vile form.
