If we allow captive animals to be used as bait to train hunting dogs, we would be committing inhumane acts. The terror and physical harm you would be subjecting the wild animals to, when they are captive and unable to escape, for the purposes of training hunting dogs when we do not need dogs to hunt for survival, to do so would be cruel and inhumane. You have the decision, please do not not allow captive animals to be used as bait. Please decline this proposal.
