Absolutely not. A barbaric idea for this day and age. Instead of licensing more you should be immediately closing the existing facilities. Wildlife should be left in their natural environment protected from these idiotic human interventions. Don't we have enough wild animals suffering in captivity for the sole purpose of entertaining humans??
