I grew up in the UK & I have Never liked the whole fox hunting scene in England. This is a gradual phasing in of that inhumane practice - it is Not a sport where an animal is torn to pieces.
If some species such as the coyote needs culling, then by all means allow licenced hunters to do it as humanely as possible - a bullet.
