Please accept this as my disheartened and abject disgusted objection to the proposed changes to the Act. This whole practice is archaic, barbaric and downright cruel. There is no way that this practice is for the good of the wildlife it affects, and believe me it affects them and in a most negative way. It is nothing more than psychological and physical torture to these poor creatures and quite frankly it should be illegal. How, in this day and age, in our civilized population can our government propose that this practice should be expanded. The rationale that the justification is based on preventing unlicensed/unregulated facilities is without merit and is a poor response to that issue. It should be illegal as aforementioned and there should be enforcement to that end and NO such facilities should be in operation AT ALL.
