I'm perplexed by the need…

I'm perplexed by the need for any consultation or comment by the province given this is identified as a category 3 water taking. Given all the discussion on eco/nature preservation and particularly with respect to our water supplies it is shocking you would even entertain this request, not to mention that in this day and age you provide no documents online to support the company's request! None of this seems above-board, and it smells the same as most business dealings with the Ontario government. What are the long term implications of granting this request? How will nature be preserved? The water should not be used or abused in this manner.
