Council originally voted to approve a Site Specific Policy that would allow dry industry. It did not vote to permit a Settlement Area Boundary Expansion.
At an April 24 open house on the OP, Jennifer Boyer, Manager of Policy Planning and lead on the draft new OP. Richard and I looked at a map with her, and she said that there was an error. By mistake the area under question had been mapped to look as if it were within the Cainsville Settlement Boundary. She said this needed to be corrected.
Then on May 29, at the statutory final OP meeting for delegations, the proponent and owner of the property presented a map showing the area within the SAB.
I spoke to Jennifer because the mapping had not been corrected. She said that Brandon Kortleve, a Brant County planner (and pre-candidate member of the OPPI) had been involved with the mapping of this request. So I spoke with Brandon, but he seemed a bit baffled. Brandon said that you can't have a SSPA without also having the SABE. I told him that the Council never voted to include this property in the Cainsville Settlement, but that they had approved a site specific policy for dry industry/commercial (check).

Under the Brantford annexation deal, water is only permitted for Cainsville industry/commercial within the SAB. That is why the proponent requested dry, so that it would allow him to develop outside the SAB.

Neighbours along Johnson Rd and myself submitted our comments to the County of Brant to oppose the extension of the urban boundary of Cainsville to include the Papple Farm (Greenlife Proteins).

Recommendation to Council / Committee (Please indicate below what action you
would like the County of Brant to take with respect to the above-noted subject
matter).
1) Protect agricultural land in Brant County. We are losing 319 acres per day of farmland
in Ontario (Stats Canada, 2021). The Ontario Farmland Trust calls for the protection of all
farmland, including:: prime farmland (class 1-3), class 4 (good for tender fruits), class 5
(good for heritage grains) and class 6 (food for pasture for livestock) and supporting a
family farm. All farmland is valuable for agriculture!
Protect agricultural land outside of the Cainsville urban settlement boundary.
Do not permit settlement boundary expansions onto agricultural land.
Do not permit site specific development on the Papple farm which is good agricultural
land.
